Colin Kernick - Licensing & Technical Writing

Colin Kernick is a cannabis industry technical writer, consultant, and doer of things. Since working on his first medical cannabis application in New Jersey in 2018, Colin has developed content for over 25 winning cannabis applications, including most recently, 7 winning New Jersey adult-use cannabis applications. While earning his MBA at the University of Colorado Boulder, Colin had a front-row seat to the legalization of recreational cannabis in Colorado. Seeing the incredible economic and cultural impact of the state’s progressive view on cannabis, Colin has dedicated his professional career to increasing access to cannabis and other forms of plant-based recreation and healing. 

In addition to developing winning cannabis license applications, Colin has worked with companies in the cannabis industry to design operations strategies. Colin has developed an understanding and appreciation for the intricacies of enterprise resource planning and technology stack integration for fully vertical and independent cannabis operators. With the industry’s continued rapid evolution comes the need for new operations technology and data communications. Each aspect of the cannabis supply chain, from cultivation, manufacturing, retail, transportation, security, and testing, is accompanied by its own strict set of rules and regulations. Differences between state laws in cannabis only add to the complexities of developing a compliant and sustainable technology communication database. Cannabis is a culture in and of itself, and with it comes a dialect spoken by those that belong to it. Developing effective communication skills is essential in mitigating confusion due to language barriers. 

Both professionally and in academia, Colin has had the opportunity to work with diverse groups and individuals, aligned to achieve a common goal. He has learned that success is not about knowing all of the answers, but the ability to build a team that, collectively and collaboratively will know more than he could ever imagine on his own.

Brandon Anderson Thayer - Director of Regulatory Compliance

Brandon Anderson-Thayer is a Compliance and Metrc Specialist who helps Cannabis businesses to create systematic and compliant approaches to daily operations.

Before starting as an independent consultant Brandon worked for 10 years as a leader in the cannabis industry managing and directing for multiple dispensaries. After a successful career helping dispensaries, Brandon now trains and advises them on how to create operational approaches to increase productivity while remaining compliant.

When Brandon’s not advising cannabis businesses, he’s hanging out with his wife and 3 dogs. He enjoys studying gastronomy and cooking for his friends and family. He also loves to travel all over the world.

Sheva Pekar - Meet Our Founder

Sheva Pekar is the founder, CEO, and visionary of PsyCann Advisors, a firm dedicated to entrepreneurs in emerging and forward-thinking industries. Sheva has been an advocate for cannabis industry clients since 2014, providing strategic industry vision and a long-term approach to business development. As the cannabis industry’s success continues to pave the way for other psychedelic forms of recreation and healing, Sheva hopes to continue providing entrepreneurs with experience-based guidance, mentorship, and business strategy implementation through PsyCann. Her experience includes business development, project management, inventory management, standard operating procedures (SOP) development, business plan development, wholesale distribution, client advocacy, METRC and compliance support, as well as licensing and application development.


A commitment to direct, clear, and respectful communication is at the heart of each of PsyCann’s client relationships. Sheva’s approach to the cannabis and psychedelic industries is founded on an infinite-minded leadership model based on client and colleague trust and confidence.

Kevin Matthews - Director of Psychedelic Policy

Kevin is a leading national advocate for psychedelic decriminalization and regulation. He was the Campaign Manager for the Denver Psilocybin Initiative, is the Co-Founder and member of the Board of Directors of the Society for Psychedelic Outreach, Reform, and Education (SPORE), serves as the President of the Denver Psilocybin Mushroom Policy Review Panel, and is the CEO of Helix Consulting Group, LLC, a Colorado-based public affairs firm working to change minds and transform laws toward equitable psychedelic reform. He brings his strategic vision and passion for healing and personal growth to PsyCann advisors to serve the needs of a rapidly growing psychedelic industry and open access to individuals, medical professionals, and entrepreneurs to offer psychedelic services.

Keith Gigliotti - Marketing, Branding, and Design

Keith is a Philadelphia native who made his way out to Denver in search of new opportunity and adventure. He’s been in the marketing and design industry for over 20 years, with experience in a wide range of industries including cannabis. In the cannabis industry, Keith has worked as a Director of Marketing, Creative, Branding, and Technology for the last 9 years. He also helped found one of the fastest-growing consultancies in the industry.

Keith loves creativity in all forms and loves helping businesses realize their true potential through marketing, branding, and design in young and pioneering industries.

In his free time he “enjoys enjoying” the weather with Emma his German Shepherd, playing Dungeons and Dragons, and making music with his band which helped found in 1998.
